In the Seagram Lecture, organized by the McGill Institute for the Study of Canada, political economist Stephen Clarkson will discuss his view that North America has failed in terms of continental integration. Both Canada and Mexico provide free markets for U.S. goods, a ready supply of skilled labour and offer staunch political support to American foreign policy. Yet the United States has all the power.
