Consultation on smoking policy

Several months ago, following activity on this issue by student leaders, I mandated a Working Group to make a recommendation on how to best implement a non-smoking policy across our campuses and areas under McGill’s jurisdiction.

Already, Quebec law prohibits smoking in all our buildings and within nine metres of a building entrance. Additionally, the Quebec government has asked post-secondary institutions to develop, by November 2017, policies around the provision of smoke-free areas on their campuses.

Student groups, including the Student Society of McGill University (SSMU) and the Post-Graduate Students’ Society (PGSS), are asking the University to go farther, arguing that a smoke-free campus would reduce exposure to second-hand smoke, reduce social exposure to smoking, and ensure a safer, healthier and cleaner campus for the entire community.

Initial surveys conducted by the student groups and the AVP’s office suggest there is significant support from the community to create a smoke-free campus:

  • 73 per cent of undergraduate students would like a smoke-free campus
  • 77 per cent of post-graduate students would like a smoke-free campus
  • 76 per cent of Macdonald Campus students would like a smoke-free campus
  • 76 per cent of University academic staff would like a smoke-free campus
  • 74 per cent of University administrative staff would like a smoke-free campus

Based on community consultation to date, academic research and a review of best practices, the working group has recommended that McGill develop a policy that would have the following effects:

  1. The Downtown Campus will prohibit smoking on the premises, aside from the Upper Residences which will have a designated smoking area.
  2. The Macdonald Campus and Gault Estate will prohibit smoking on the premises aside from any designated smoking areas.

(The reason for the difference between downtown and the Mac Campus and Gault Estate is that the vast majority of downtown buildings are within a short walk to city streets, where smoking would be permitted. That is not the case on the West Island campus, nor on Mont Saint-Hilaire.)

Consulting the community in open forums is the next step in the process. Two town hall meetings are planned to solicit feedback on this issue. The first will be held Tuesday, Oct. 25, from 2:30 p.m. to 4:30 p.m. in Redpath Museum’s auditorium. The second town all will be held on Nov. 3, from 11:30 a.m. to 1 p.m. at Macdonald Campus in room 163 of the Centennial Centre.

Il y a plusieurs mois, après des démarches effectuées par des leaders étudiants, j’ai constitué un groupe de travail chargé de formuler des recommandations sur la mise en place d’une politique interdisant l’usage du tabac sur nos campus et sur les propriétés de l’Université McGill.

Déjà, la loi québécoise interdit l’usage du tabac à l’intérieur de tous nos immeubles ainsi que dans un rayon de neuf mètres de toute porte d’entrée. En outre, Québec a demandé aux établissements postsecondaires de se doter, d’ici à novembre 2017, d’une politique sur l’aménagement de zones sans fumée sur les campus.

Or, des groupes d’étudiants, notamment l’Association étudiante de l’Université McGill (AÉUM) et l’Association étudiante des cycles supérieurs (AÉCS), demandent à l’Université d’aller plus loin en interdisant l’usage du tabac partout sur ses campus. Une telle mesure, avancent-ils, serait favorable à l’ensemble de la communauté mcgilloise en réduisant l’exposition à la fumée secondaire ainsi que les méfaits de l’exposition à la fumée dans les rapports sociaux, d’une part, et en faisant des campus des lieux plus sûrs, plus sains et plus propres, d’autre part.

Les associations étudiantes et le bureau du vice-principal adjoint ont pris le pouls des McGillois, qui semblent plutôt favorables à une telle mesure. Ainsi, la possibilité d’un campus sans fumée recueille l’appui :

  • de 73 % des étudiants au premier cycle;
  • de 77 % des étudiants aux cycles supérieurs;
  • de 76 % des étudiants du campus Macdonald;
  • de 76 % des professeurs; et
  • de 74 % du personnel administratif.

À la lumière des enquêtes réalisées jusqu’à maintenant, des résultats d’études et d’un examen des pratiques exemplaires en la matière, le groupe de travail recommande l’élaboration d’une politique qui aurait les effets que voici :

  1. L’usage du tabac sera interdit sur le campus du centre-ville, sauf dans les résidences situées au nord de l’avenue des Pins, où une zone fumeurs sera aménagée.
  2. L’usage du tabac sera interdit sur le campus Macdonald et la Réserve naturelle Gault, sauf dans d’éventuelles zones fumeurs.

(Au centre-ville, la grande majorité des immeubles sont situés tout près des rues, là où l’usage du tabac est permis. Ce n’est pas le cas au campus Macdonald ni au mont Saint-Hilaire. Voilà pourquoi les recommandations sont différentes.)

Afin de connaître votre opinion sur ces recommandations, nous organiserons deux assemblées générales. La première aura lieu le mardi 25 octobre, de 14 h 30 à 16 h 30, à l’auditorium du Musée Redpath et la seconde, le jeudi 3 novembre, de 11 h 30 à 13 h, au Centre du centenaire (salle 163) du campus Macdonald.
